Pair of Altec Model N1209 8A Professional Sound Reinforcement Dividing Network | eBay
Why do they have two (quarter inch) inputs? Is one positive and one negative so they use two separate input jacks? Does anyone know the main differences between these and the N1201-8A crossovers and/or what drivers they are designed to work with?

Yes, daisy chaining, or adding additional HF or LF elements(with their own onboard passive filters of course).
Probably most commonly used as a "spare" when the other side starts getting wanky from use and abuse.
Also, with larger 2-way systems that might be "split" for portability, the network get's installed in the HF or LF cabinet and one of the 1/4 inputs get's rewired to either the HF or LF output of the network such that one cabinet gets plugged into the other to complete a speedy set up and tear down.
For home use, i'd replace both 1/4's with a single pair of decent binding posts.
